Explaining why a 5 year old can't wear one and then letting a baby wear one would be a double-standard. However, for when they are toddlers or younger we just use a diaper-swimmer suit (not the Little Swimmers, we buy the suits.) And if we're at a public pool, we use a little shirt. If outside at our house, we let the babies go nude, but if it's very sunny then they wear a UV protecting sun-shirt and shorts. Someone in my family, his sister had a little girl (4) who was raped senseless (not joking, this is not in the least funny) and is disabled now from the damage the pervert did to her body and brain.
